Priorities

  • Fiscal Responsibility:

    • I am proud to say that since taking office in 2019, O’Fallon has lowered the city’s property tax rate EVERY single year. From 0.5562% in 2019 to 0.4225% in 2025! The 2025 rate is BELOW the tax rate ceiling that Council has the ability to hold the tax rate at without voter approval.

    • As part of the Streets Working Group we found solutions to increase O'Fallon's concrete road repair budget from $1.5 million to over $4 million annually to improve our infrastructure without raising costs to residents.

 

  • Safety: O'Fallon is a great place to live because our police officers and prosecuting attorney hold criminals accountable.

    • I worked with the Police Chief to build a budget around adding two additional police patrolling sectors which has seen an officer dedicated south of Hwy 40 and a second officer in what used to be Ward 3's sole patrol sector. This has resulted in reduced police response times and an increased comfort of police presence.

    • I  have helped lead two significant steps that O’Fallon has taken to ensure our community remains safe. 1) The creation of the St. Charles County Regional Criminal Interdiction Task Force which has virtually eliminated thefts at night. Through meetings with our O'Fallon Police Chief we strategized on ways for O'Fallon to combat the issue which included coordinating with neighboring City's as well as the County. 2) O'Fallon through a partnership with the City of St. Charles are constructing a state of the art regional training facility in O'Fallon, the Center for Advanced Skills Training in Law Enforcement, to ensure both our officers and officers throughout the region are the best trained!

  • Communication: Since 2019 I have kept my constituents updated on my priorities, important legislation, and items specific to O'Fallon Ward 3 with my Facebook page @BibbforCouncil, and through emails & phone calls.​

  • Responsible Development: I have been effective in keeping development below the densities defined in St. Charles County's Masterplan and have kept projects not desired in our Ward from coming to a vote.

    • Apartments proposed next to Post Meadows subdivision at Post Rd/Technology Dr. was withdrawn prior to being presented.

    • A senior care facility that was proposed adjacent residential in Winghaven where the Kingsgate neighborhood came out against the development was withdrawn prior to being presented.

    • Autumn Hollow apartments on Hwy N west of Hopewell Rd. O'Fallon refused to include this dense development with apartments and townhomes into the annexation of the Harvest Subdivision. Autumn Hollow was then approved by the County at a density of 5.2/acre while Harvest is 3.4/acre.

  • Infrastructure: Roads throughout Ward 3 have been in need of improvement. It takes continued advocacy to ensure our Ward's priorities are included in O'Fallon's Traffic Improvement Plan that allocates funds for the next 5 years. Through my perseverance our Ward has already seen improvements to the full length of Sommers Rd. including stop lights being added at 7Brew/QT, Highway DD, and at Frontier Middle School. Diehr Rd. phase 1 is scheduled to begin in 2026. Additionally by working with St. Charles County Hopewell Rd. phase 1 is also scheduled to begin in 2026 from Hwy N to Diehr Rd. along with the install of a traffic light at Hwy N. I stay in constant contact with our MODOT Area Engineer to drive the State to prioritize Hwy N improvements.

  • Education & Workforce Development: Through numerous organizations I have been a strong advocate for workforce development and ensuring that our schools are making students aware of options including and outside of College, life ready! I've worked with the Chambers of Commerce, spoken at numerous schools throughout the County, hosted St. Charles County CAPS interns, provided job shadowing for both students and teachers, been a vendor at the Build My Future event in both St. Charles and St. Louis County, and participated in the Wentzville School Districts 'Comprehensive School Improvement Plan' board and their 'Career & Technical Education Advisory' board.​​​
